Job vacancy description: The European Youth Forum AISBL (YFJ) is the leading organisation advocating for rights of young people. We are a Platform of Youth Organisations, independent, democratic and youth-led, we represent 104 National Youth Councils and International Youth Organisations from across the Continent. The Youth Forum works to empower young people to participate actively in society to improve their own lives, by representing and advocating their needs and interests and those of their organisations towards the European Institutions, the Council of Europe and the United Nations.


In forced displacement situations, the unique capacities and needs of refugee youth are often overlooked by humanitarian organisations. Their needs rarely met, they frequently fall between-the-gaps of child and adult programming. Few humanitarian organisations have programmes specifically targeted at youth and there is often limited funding available and earmarked for their direct participation. In 2013 the United Nations High Commissioner for Refugees (UNHCR) piloted the global Youth Initiative Fund (YIF), aiming to address concerns around the lack of programmes and opportunities for youth, by providing young refugees with the opportunity to develop their own protection projects. In 2014 the YIF was expanded globally. The European YIF follows on from this success and will focus efforts on the significant numbers of refugees and migrants in Europe.

The European Youth Forum in cooperation with UNHCR is recruiting a Project Manager (Young Refugee Integration Fund) for a joint pilot project called the European Youth Initiative Fund (EYIF). The European Youth Initiative Fund aims to mobilise youth, promote integration and build positive relationships between displaced youth and host communities in Europe through grants to youth and host community projects.

The Project Manager will join the Policy and Advocacy Department of the European Youth Forum to plan, implement, and monitor the youth fund. The Project Manager will report to a Team Leader within the Policy and Advocacy Team.


• Manage and further develop the EYIF re-granting scheme to support youth-led activities across Europe.
• Develop all templates and procedures to select the youth and host community projects.
• Manage the UNHCR grant, including the EYIF funds to youth and host community projects.
• Report on a regular basis on participating organisations’ progress to UNHCR, identifying learning, highlighting trends and recommendations.
• Develop materials and disseminate information to raise awareness about the EYIF.
• Monitor implementation of youth and host community projects (budget allocation, expenditure and evaluation).
• Identify promising practices and learning opportunities from within EYIF projects.
• Liaise with the European Youth Forum’s Migration & Human Rights Network, in particular to promote and disseminate the EYIF.
• Supervise a part-time Administrative and Financial Officer.


➢ 5 years of experience (including voluntary experience) managing projects in protection or social work preferably with a focus on youth and adolescents and/or the refugee and migrant community.
➢ An advanced university degree in Youth Work, Social Work, humanitarian affairs, education, development studies, migration studies, Human Rights, Humanitarian Law or a related technical field.
➢ Specific and demonstrable experience in programming for adolescent and youth.
➢ Demonstrated knowledge of humanitarian sector (including protection or child protection, education) and in particular displacement (refugee) situations.
➢ Familiarity with community based approaches and methodologies and youth/child empowerment methodologies and practices.
➢ Experience in managing a UNHCR-funded project is highly desirable.
➢ Experience in fund management is highly desirable.
➢ A good understanding of the international non-profit associations‘s environment and experience working in a multicultural environment.
➢ The ability to travel and to work flexible hours if required, including occasional weekends.
➢ Willing to live in or relocate to Brussels or the surrounding area.

➢ Computer literacy: good working knowledge of Word processing, e-mail and Internet applications.


The European Youth Forum offers a 1 year full time (35 hours per week) contract, with possibility for extension. This position is dependent on external funding from the UNHCR. All contractual conditions will be subject to the Grant terms.

The gross monthly salary is €3,200. Travel expenses within the Brussels region are covered by the European Youth Forum.
