The European Youth Forum is the platform of youth organisations in Europe. We represent over 100 youth organisations, which bring together tens of millions of young people from all over Europe.

The Youth Forum works to empower young people to participate actively in society to improve their own lives by representing and advocating their needs and interests and those of their organisations. In the current uncertain political and social context that affects young people, they can be powerful catalysts for positive change and contributors of innovative solutions to Europe’s challenges.

The position
We are recruiting a Policy Officer. The successful candidate will work in the External Affairs Department and will report to the Policy & Advocacy Manager and External Affairs Director.

RESPONSIBILITIES

Advocate for the European Youth Forum policy demands towards relevant institutions, in particular the European Union and the Council of Europe, in accordance with the organisation’s strategy, priorities and policy positions.
Build a strong network and strengthen relationships with various institutional targets and other partners in the relevant fields (member organisations, other youth NGOs, social partners, civil society, institutional partners and other relevant stakeholders).
Contribute to the development and implementation of the Annual Plan of the European Youth Forum.
Assist the management and Board members as required.

Tasks
Plan, execute and implement advocacy strategies targeting policy-makers, stakeholders and other decision-makers.
Promote the Youth Forum’s positions in external meetings, events and conferences.
Monitor, analyse and report on policy developments, identifying and acting upon opportunities.
Provide briefings, updates and talking points for other team members, Board and Member Organisations.
Liaise and plan strategically with team members and relevant Board members in relation to the area of work.
Represent the Youth Forum in external bodies (e.g. partner working groups, stakeholder consultation groups) and build a network of contacts.
Collaborate with Member Organisations and coordinate working structures in the working area (online spaces, networks & expert groups).
Conduct research on topics relevant to the Youth Forum and its Members Organisations.
Write research, policy documents, reports and strategies
Provide content for the Youth Forum’s internal and external communications and publications.
Coordinate the organisation of meetings and conferences
Oversee execution of the budget allocated to the working area.
Provide support to other colleagues and departments of the European Youth Forum as appropriate and necessary.

Policy focus areas
Co-lead advocacy on civic space, non-formal education, volunteering, mobility and youth work
Co-lead the process towards a new EU initiative on youth co-created with the European Commission
Support the engagement of the Youth Forum in the process of the EU Youth Dialogue

PROFILE OF THE IDEAL CANDIDATE

At least three years of experience in policy-making, advocacy or interest representation and a good understanding of policy-making at European and global level. Volunteer experience and internships are taken into account.
Background experience in a youth organisation and in non-formal education and youth work is desirable.
A higher education degree in social science, law, political science, international or EU affairs or other relevant field is desirable.
Experience of working in an EU institution is an asset.
Willingness to travel occasionally and to work flexible hours and on weekends, when required.

Policy and advocacy skills

Ability to understand and identify advocacy opportunities in policy-making processes.
Ability to identify, process and analyse relevant information from multiple sources quickly.
Ability to synthesise detailed policy positions and write in a concise and impactful manner.
Good understanding of the internal workings of the institutional partners the Youth Forum works with, such as the European Union, and the Council of Europe, and how to influence their processes.
Good understanding of the work of member organisations of the Youth Forum, especially when it comes to non-formal education, youth work, volunteering and mobility.
Ability to develop and build a strong network of institutional and other partners and to advocate effectively.
Excellent writing skills and advanced level speaking skills in English.
Proven interest in the diversity of policy issues that impact youth and commitment to a rights-based approach.

An effective communicator and a strong team player.
Ability to set personal objectives and think strategically.
Good organisational skills and capacity to multitask.

Ability to meet tight deadlines and manage a challenging workload.
Computer literacy, with good working knowledge of word processing, email and online applications.

TERMS OF THE CONTRACT

We offer a year full time contract (35 hours per week) position. The gross monthly salary according to the Collective Bargaining Agreement currently applied at the European Youth Forum) is between 2,754 and 2,922. A relocation package, hospitalisation insurance and other benefits are available.

Candidates to this position should be willing to travel and work flexible hours including if required occasional weekends. This position being based in Brussels candidates from abroad should be willing to relocate..
