The European Youth Forum represents 107 major youth organisations, who themselves represent around 6000 grassroots organisations. This brings together tens of millions of young people from all over Europe to engage at European and global levels with one voice.
The Youth Forum works to empower young people to participate actively in society. In the current uncertain political and social context that affects young people, they are powerful catalysts for positive change.
The European Youth Forum is looking for an Operations & Finance Director. The Director supervises and oversees the work of the Human Resources Coordinator, Finance Officer and Operations Officer and reports to the Secretary General.
Leadership & Collaboration
Lead the Operations and Finance team through effective objective-setting, process and project management tools and approaches.
Co-lead the internal department with the Membership & Governance Director.
Guide and mentor the team through motivational approaches.
Lead a modernisation and digitalisation process in the HR,Operations and Finance team.
Ensure good communication and collaboration within and across the organisation and different departments.
Support the organisation of the General Assembly and Council of Members.
Ensure the financial and legal compliance with the Belgian regulations.
Report to the Board about Operations, HR and Finance matters.
Support the Secretary General in the daily management of the organisation.
Oversee the daily management of the finances.
Develop and monitor the annual budget, in collaboration with the Secretary General, Directors Team and the Board, and with support from the Finance Officer.
Provide financial input for grant management, and provide necessary tools and support to ease the financial monitoring.
Ensure the financial monitoring, execution, reporting and compliance of the operating and projects grants.
Manage the organisation’s bank accounts, with support from the Finance Officer, and keep the UBO register up to date.
Report on financial key matters to the Board, member organisations and Financial Control Commission.
Prepare and organise the meetings of the Financial Control Commission in collaboration with the Statutory Meetings Coordinator, Finance Officer and the Secretary General.
Negotiate with the European Commission to reduce administrative burden / costs and find efficiencies.
Lead audit processes, in collaboration with the Finance Officer and Secretary General.
Run the recruitment processes with the Directors in collaboration with the HR Coordinator.
Ensure the development and implementation of the HR strategy, objectives in collaboration with the HR Coordinator.
Ensure the development of tools and methods enabling the organisation to excel, in cooperation with the Secretary General and Directors .
Deal with grievances and monitor adherence to internal policies and legal standards.
Ensure the efficiency of the organisation’s HR policies, processes and procedures.
Support the HR Coordinator in the daily management of the HR.
Responsible for the planning and effective execution of the daily operations in support of the Youth Forum.
Responsible for maintaining the operational grant in collaboration with other teams.
Improve, develop and implement operations standards, systems and processes (purchasing/procurement, contracts, GDPR, prevention and protection at work, sustainability, business continuity, etc.)
Ensure that organisational activities meet legal requirements and that changes to legislation, regulations, policies and procedure are accordingly identified and implemented.
Determining office equipment needs in collaboration with the Operations Officer.
PROFILE OF THE IDEAL CANDIDATE
You do not need to have all of these experiences. A majority of them and a willingness to learn is more important.
At least 8 years’ experience in Human resources and Finance management or as a Operations and Finance Director.
Experience in dealing with work, contractual and financial regulations in a Belgian based organisation.
At least 5 years experience in line-management and team leadership in a multicultural environment.
Degree in Finance or HR Management, Business administration or similar.
Extensive experience and good knowledge of EU Institutions grant management procurement and reporting.
Excellent communication skills both verbal and written in English and French. Proficiency in Dutch is an asset.
Good understanding of non-profit membership organisations in general, youth organisations in particular and youth organisations in Belgium/Brussels.

WHAT WE OFFER:
An open ended contract, full time (35 hours per week) . The gross monthly salary according to the Collective Bargaining Agreement is 4.787€ .
A relocation package, hospitalisation insurance and other benefits are available. Travel expenses within the Brussels region are covered by the European Youth Forum.
Candidates for this position should be willing to travel and work flexible hours including occasional evenings and weekends when Board and other meetings take place. This position being based in Brussels candidates should be willing to relocate or live in the surrounding area.
