The European Youth Forum is the platform of youth organisations in Europe. We represent over 100 youth organisations, which bring together tens of millions of young people from all over Europe.

The Youth Forum works to empower young people to participate actively in society to improve their own lives by representing and advocating their needs and interest and those of their organisations. In the current uncertain political and social context that affects young people, they can be powerful catalysts for positive change and contributors of innovative solutions to Europe’s challenges.

The position

The European Youth Forum is looking for a Policy Officer. The Policy Officer will work at the Youth Forum’s office in Brussels in the Policy and Advocacy Department and report to one of the Department’s Team Leaders.

The Policy Officer will work on policy & advocacy in the field of strong youth organisations (including issues related to funding for youth organisations, volunteering, education as well as youth work and the question of shrinking space for civil society). The Policy Officer will join a team currently working on strong youth organisations and youth participation, and will be expected to contribute to the work of the team.

As the priorities and working areas of the Youth Forum are defined by its Member Organisations, these are subject to change on a regular basis. By the end of 2019, the Youth Forum will adopt a new strategic plan, which might affect the working areas currently defined in this call. It will hence require flexibility from the Policy Officer.

RESPONSIBILITIES



Advocate for the European Youth Forum policy demands towards the European Union, the Council of Europe, the United Nations and other relevant stakeholders, in accordance with the organisation’s strategy, priorities and policy positions under the supervision of the Team Leader.


Build a strong network and strengthen relationships with various institutional targets and other partners in the relevant fields (member organisations, other youth NGOs, social partners, civil society, institutional partners and other relevant stakeholders).
Contribute to the development and implementation of the strategic plan of the European Youth Forum.
Assist the Team Leader and the Policy and Advocacy Director as required.

TASKS

Plan, execute and implement advocacy actions aimed at policy-makers, stakeholders and other decision-makers.
Liaise and plan strategically with the relevant Board members in relation to the area of work.
Collaborate with Member Organisations and coordinate working structures in the policy field or working area (online spaces, networks & expert groups).
Promote and represent the Forum in external bodies (e.g. stakeholder consultation groups, conferences).
Monitor and report on policy developments and provide background information to the other team members, Board and Member Organisations.
Undertake research, surveys and external consultations on topics relevant to the Forum and its Members Organisations.
Coordinate the implementation of meetings and conferences with the support of the Events Team.
Oversee execution of the budget that has been allocated to the working area.
Report on developments in the relevant fields.
Write policy documents, reports and strategies and provide content for the Youth Forum’s internal and external communications and publications.
Provide support to other colleagues and departments of the European Youth Forum as appropriate and necessary.

PROFILE OF THE IDEAL CANDIDATE

At least three years experience in policy-making, advocacy or interest representation and a good understanding of policy-making at European and global level.
Proven interest in the diversity of policy issues that impact youth and commitment to a rights-based approach.
A quick learner and self-starter with strong ability to develop knowledge on new concepts and adapt to new processes.
An effective communicator and a strong team player.
Experience working in a multicultural environment.

A higher education degree in social science, law, political science, international or EU affairs or other relevant field is desirable but can be compensated by relevant NGO and/or non-formal education experience.
Experience of working in an EU institution is an asset.
Experience in managing the operating grant of a European civil society network is a strong asset.
Experience in managing EU funded projects, especially under the Erasmus+ / Youth in Action programme, is an asset.
Background experience in youth work or in a youth organisation and in non-formal education is an asset.
Willingness to travel on a regular basis and to work flexible hours and on weekends, when required.

Ability to understand and identify advocacy opportunities in policy-making processes.
Ability to identify, process and analyse relevant information from multiple sources quickly.
Ability to synthesise detailed policy positions and write in a concise and impactful manner.
Good understanding of the internal workings of the institutional partners the Youth Forum works with, such as the European Union, the Council of Europe and the United Nations, and how to influence their processes.
Ability to develop and build a strong network of institutional and other partners and to advocate effectively.
Excellent writing skills and advanced level speaking skills in English.

General and personal skills

Ability to set personal objectives and think strategically.
Good organisational skills and capacity to multitask.
Ability to work under own initiative and as part of a team on common projects.
Ability to meet change head-on, think creatively and develop innovative solutions.
Ability to meet tight deadlines and manage a challenging workload.
Computer literacy, with good working knowledge of word processing, email and online applications.


TERMS OF THE CONTRACT

The contract is 5 years duration and full time (35 hours per week). The gross monthly salary according to the Collective Bargaining Agreement currently applied at the European Youth Forum) is €2,754.

A relocation package, hospitalisation insurance and other benefits are available. Travel expenses within the Brussels region are covered by the European Youth Forum.

Candidates for this position should be willing to travel and work flexible hours including if required occasional weekends. This position being based in Brussels candidates should be willing to relocate or live in the surrounding area.
